Obit for Frances Willens Ramsey (no photo) Frances Willens Ramsey, 81, 542 Washington Avenue, Johnson City passed away Friday, February 6, 2015 at her residence. She was a Washington County native and a daughter of the late Carmen and Nellie Durham Willens. Mrs. Ramsey was a homemaker. In addition to her parents she was preceded in death by her first husband, Frank Anderson; her second husband, William Ramsey; two brothers, Roy and Elmer Willens; a sister, Gladys Phelps. Survivors include four nephews, Jerry, Ralph, Tom and Jim Willens; a niece, Ruth Willens. A private family service will be held at a later date. Condolences may be made online at www.wadugger.com.
