Billy “Joe” Garland, 83, Johnson City went home to be with the Lord, Tuesday, June 4, 2019 (his Coronation Day) in the Lakebridge Health Care Center. He was a native of Johnson City and was the son of the late Elmer and Ruby Britt Garland. Mr. Garland was a veteran having served his country in the U.S Army and U.S. Navy. He retired also from Mountain Home Veterans Hospital. Mr. Garland was a member and Deacon of Upper Room Family Worship Center in Johnson City. He enjoyed working in his yard, singing gospel music and Praising the Lord. In addition to his parents he was preceded in death by four brothers, Bobby, Guy, Jim and Wayne Garland and a sister, Mary Ruth Smith.Survivors include his loving wife of 63 years, Ruth Osborne Garland; two daughters, Dana Garland of Johnson City and Marti Watson of Knoxville; a brother, Harold Garland and wife, Vivian of Texas; a special friend, Nancy Peterson; a special niece, Amelia Osborne; several brothers and sisters-in-law, cousins, nieces and nephews.Funeral services for Mr. Garland will be conducted at 3:30 PM Sunday, June 9, 2019 in the East Chapel of Appalachian Funeral Home, 800 E. Watauga Avenue, Johnson City with Pastor Spencer Bumgardener officiating. The family will receive friends from 2:00 PM until the service hour. Graveside services will follow in Lyons Cemetery, Elizabethton. Military honors will be accorded by the Carter County Honor Guard. Pallbearers will be Paul, Matthew, Todd and Austin Osborne. Honorary pallbearers will be men of the Upper Room Family Worship Center.The family would like to give special thanks to their church family for the love and support, a special thank you to Nancy Peterson an honorary sister that was constantly by his side until the end.Condolences may be made online at www.wadugger.com. Ruth and Family, I'm so sorry for the loss of Joe. I thought so much of him he always made me feel so special. When I came in to see Uncle Jim and came to Church the first thing I seen was Joe and that big Smile wanting to know what I was up to. He could always come up with some big story to make me laugh. When I almost got hit my a grey car close to were you live. He said Angel don't worry I take care of that. It was quite sometime later when I seen him again. He smile and said, She want do it again. I had a talk with her. I couldn't believe he actually stop her. When ever I call my Uncle Jim the first thing he would say. Joe ask about you. Things just aren't going to be the same. My Uncle Jim being so sick and the loss of Joe. I'm just heart broken. I Love each and everyone of you guys at the Church. I've been treated like family. Love and Prayers ??

Joe was one of the dearest men we ever met. Always smiling and caring for his family and others. We are recalling his many, many bird feeders where he welcomed hundreds of birds. This precious man of God will be remembered by so many folks. He inhaled his last breath on earth but exhaled in heaven with joy and a big smile and song of praise on his lips.
